There is no single “CIB&RC licence.” Central CIB&RC registration authorises the product; separate State licences authorise a specific company to manufacture and to sell/stock/distribute it. Is there a single CIB&RC licence?
No. CIB&RC grants a central registration for the product (the Form II certificate). Separate State licences authorise a company to manufacture and to sell the product. People often call the whole set a ‘CIB&RC licence’, but it is central registration plus State licences.
Which comes first — registration or the State licence?
Central CIB&RC registration comes first, because the State licence is granted for a registered product. However, the State applications should be prepared in parallel so they can be filed as soon as registration is granted.
Do I need a State licence to sell as well as to manufacture?
Yes. Manufacturing and sale/stock/distribution are separately licensed at State level. A manufacturer typically needs both; a distributor or dealer needs the relevant sale licence.
