A pesticide manufacturing licence is issued by the State licensing authority under the Insecticides Act, 1968, and permits a specific unit to manufacture pesticides. It is separate from, and follows, central CIB&RC registration of the product: you register the product centrally, then licence the manufacturing unit at State level. Only a product that is already CIB&RC-registered can be covered by the licence.

What is a pesticide manufacturing licence?
It is a State-level licence under the Insecticides Act, 1968 that permits a specific unit to manufacture pesticides. It is granted for products that are already registered with the CIB&RC.
Do I need CIB&RC registration before a manufacturing licence?
Yes. The product must be registered centrally with the CIB&RC first; the State manufacturing licence is then granted to make that registered product. The two are best pursued in parallel to save time.
Is the manufacturing licence the same as the sale licence?
No. Manufacturing and sale/stock/distribution are licensed separately at State level. A manufacturer that also sells will typically need both.
Can new products be added to an existing manufacturing licence?
Yes, once those products are CIB&RC-registered they can be added to the unit’s manufacturing licence. We handle the addition.
