Pesticide & agrochemical import registration in India

Bringing an insecticide, formulation or technical-grade active into India means registering it with the CIB&RC through an Indian entity, securing the right import documentation, and keeping the overseas source and the Indian file perfectly consistent. We manage all of it.

  • Technical Import (TI) and Formulation Import (FI) registration
  • Foreign-manufacturer authorisation and Indian-entity setup guidance
  • Import permits and source-consistency documentation
  • Alignment of overseas specification with the Indian dossier

In short

To import a pesticide into India, the product must be registered with the CIB&RC under the Insecticides Act, 1968, in the name of an Indian entity or authorised agent — a foreign manufacturer cannot register directly. Import services cover choosing between Technical Import (TI) and Formulation Import (FI), securing foreign-manufacturer authorisation, obtaining import permits, and keeping the overseas source specification consistent with the Indian filing.

What importers face

The import route, handled end to end

Import files rarely fail on the science. They fail on entity structure, authorisation, and mismatches between the foreign source and the Indian dossier. Those are exactly the points we manage.

Entity & authorisation

Guidance on the Indian applicant entity and the authorisation a foreign manufacturer must grant, since registration cannot be held in a foreign name.

TI vs FI selection

Confirming whether your product is registered as a Technical Import or a Formulation Import — a choice that changes the data and your downstream flexibility.

Import permits

Preparing and managing the import permit and the documentation needed to bring sample and commercial consignments in lawfully.

Source consistency

Ensuring the foreign source specification, composition and impurity profile match the Indian filing exactly — the leading cause of import-file queries.

Bridging data

Identifying which overseas study data can be used and what must be generated or repeated in Indian conditions, especially bio-efficacy.

Grant & renewal

Query handling through to the certificate, plus renewals, endorsements and source additions as your import portfolio grows.

Import categories

Technical Import or Formulation Import?

CategoryWhat it coversTypical use
TI — Technical ImportImporting a technical-grade active ingredient into IndiaFormulating in India from imported technical, or supplying technical to Indian formulators
FI — Formulation ImportImporting a finished, ready-to-use formulationSelling an overseas-made formulation in the Indian market

Within each, the Section 9 route still applies: an off-patent molecule already registered in India may qualify for a faster 9(4) me-too import, while a molecule new to India will sit under 9(3) with a fuller data package. We confirm both the section and the category before any cost is committed.

Answers

Import registration, answered

Can a foreign company register a pesticide in India directly?

No. A foreign manufacturer must register through an Indian subsidiary, joint venture or an authorised Indian agent, who applies in its own name, submits the data and carries the statutory obligations under the Insecticides Act, 1968.

What is the difference between Technical Import and Formulation Import?

Technical Import (TI) covers importing a technical-grade active ingredient into India; Formulation Import (FI) covers importing a finished, ready-to-use formulation. The category changes the data required and your downstream flexibility, so it should be chosen deliberately at the outset.

Do I need an import permit as well as registration?

Yes. Registration authorises the product; an import permit and the associated documentation are needed to bring sample and commercial consignments into India lawfully. We prepare and manage both.

Can overseas study data be used for an Indian import registration?

Some can, depending on the route and the study type, but certain data — notably bio-efficacy in Indian agro-climatic conditions — typically must be generated locally. Part of our work is identifying exactly what transfers and what must be generated, before you commit budget.

Why do import files most often get queried?

Because of inconsistency between the foreign source and the Indian filing — the source, composition or specification differing across documents — or entity and authorisation gaps. Locking source consistency and getting the applicant entity right up front prevents most import-file queries.
